DSC stands for Department of Street Cleaning, an agency of New York City established in 1881 which became DSNY (Department of Sanitation of New York) .

The ground floor (first floor to north Americans) premises at the left side of the photograph belongs to New Home Sewing Machine. There is some possibility this is at 432 4th Avenue, New York City according to this, "In the spring of 1927 the executive and general offices of the New Home Sewing Machine Company were removed from 432 4th Avenue, New York city, to the plant works in Orange, mass." It is so incredibly interesting to see the transition in fashion from this advertisement dated 1912. From my perspective, I can see the classic silhouette desired in the Edwardian era (the S curve and soft sloping shoulders), but I also see that the hairstyle resembles the gorgeously curled and crimped short crop popular in the 1920s.
