This appears to be CGS EARL GREY, Northumberland Strait icebreaker with accommodations for the Governor-General. This ship had a long history in Russian service and was the 3rd vessel to be commissioned into the fledgling Royal Canadian Navy, after HMCS NIOBE and HMCS RAINBOW.

The boat house is just above the Francis Scott Key bridge in Georgetown. I think the main building you see is actually the Washington Canoe Club now, but it is very close to the Potomac Boat Club (now a private rowing facility).
