SULZER APPOINTS PRISON INVESTIGATOR; George W. Blake, Newspaper Writer, to Inquire Into Department Affairs. Special to The New York Times. March 15, 1913, Saturday ALBANY, N.Y., March 14. -- Gov. Sulzer to-day appointed George W. Blake, a New York newspaper writer, Special Commissioner to investigate the management and affairs of all the prisons and reformatories in the State. The Governor yesterday removed Col. Joseph F. Scott from the office of Superintendent of Prisons and nominated Judge John B. Riley of Plattsburg for the place.

The Canadian Archive lists a Captain Hollis Hume Blake as serving with the Canadian Expeditionary Force, so could be a potential match for this man.

He was born April 9th 1894 and he was a Student at the time of his enlistment. He was born Toronto. His next of kin is given as Mrs Hume Blake of 49 Clarendon Avenue, Toronto. He was single and serving in the militia. His medical describes him as 5 feet 11 and 3/4 inches tall, with light brown hair and brown eyes and a ruddy complexion.

His service starts from the 3rd December 1914 and he was a Lieutenant in the 4th Canadian Mounted Rifles until the 1st September 1915.

Hollis Hume Blake - known as "Jock"

WHO is that tall chap over there talking to that little fellow? Oh, that is Jock Blake, you've heard of him tennis, squash, cricket he's in them all and manages to give everyone a pretty warm time if he doesn't beat them, which latter is generally the case.

He is probably the neatest fellow in the Class (has never been soaked for not having shaved) and as for work, he passed in fifth and has never been in fear of the 33 mark, for which a good many of us envy him. He made a very successful job of managing the football team, as his natural temperament throws him in with men. But when it comes to ladies poor Jock has an awful time. Not being of the fussing kind, he enjoys himself about as much as a hen thrown into a pool of water, i.e., tries to get away; still he is young, and
a great illusion may find him a victim yet.

As captain of the cricket team we are looking for success under his guiding hand and if conscientious endeavor has anything to do with it the team should be as successful this year as it has been in the past.

Jock's course of life among us has been an exceptionally even one. His natural ability has made studies easy for him while his skill as a draughtsman has saved him the many hours of tribulation that most of us experienced. There can be no doubt that he will go through life in the easy friendly way he has gone through College.

Lieutenant Blake is wearing gorget patches (collar tabs) on his uniform lapels in this photograph, indicating that he was appointed to the General Staff. Given his apparent substantive rank, he was probably employed either as a Staff Captain or, more likely, an ADC, with the rank of Temporary or Acting Captain.

He would appear to have been born at York, Ontario, on 9th May 1894. His mother is shown as Georgie Edna Mannie, possibly an American citizen. It is likely that he is the Hollis Hume Blake who died 13th February 1980, who is buried at Mount Royal Cemetery, Montreal, Quebec.//

Lieutenant Hollis H Blake, 4th Regiment, Canadian Mounted Rifles, is appointed an Aide-de-Camp on the Personal Staff with effect 1st September 1915. Published in the London Gazette of 24th September 1915, as at 27th September 1915.

There is a Temporary Captain H Blake, on the held strength of the Canadian Reserve Regiment of Cavalry, appointed DAAG on the Canadian General Staff from having been a Staff Captain, with effect 10th November 1917. Published in the London Gazette of 28th November 1917. He relinquished this appointment, still a Temporary Captain, on 31st January 1918, published in the London Gazette of 15th March 1918.
