He was first secretary and counselor of the German embassy and left the USA in 1906 to be counselor of the department of foreign affairs in Berlin (Evening star., May 21, 1906, Page 5, 5. column)

It's Hilmar Freiherr von dem Bussche-Haddenhausen (* January 31, 1867 in Hannover; † November 19, 1939 in Ramos Mejia, Argentina) (de.wikipedia.org/wiki/Hilmar_von_dem_Bussche-Haddenhausen, in German) He was described as "the handsomest man In the diplomatic corps, and his wife one of the most attractive women in the same circle. ...
