He seems to be Joseph Plunkett's brother according to his wiki article.

Ballymascanlon House was the home of "Katherine Plunket (born as Catherine Plunket; 1820 – 1932) was an Anglo-Irish aristocrat from Ballymascanlan, County Louth, a prolific botanical illustrator and the oldest person ever to die in Ireland, at 111 years and 327 days." There is a remark that "Title inscribed on verso in pencil, with note in ink "Note by James O'Donovan"." James O'Donovan seems to be assumed to be Seamus O'Donovan. Ballymascanlan House was the Plunkett family home, and O'Donovan was also sent a photo of Count Plunkett at the same time.
