The entry is fairly incomplete during the year(s) when this photo was taken, so it's hard to draw a conclusion. Is the image in this record more convincing www.loc.gov/pictures/item/ggb2006008893/?

  The mustache is in, well, pretty much every military man's portrait from this time, so that doesn't help. But to my eyes this man has a distinctive "jowliness" even as a youngish man--cheeks that are round near the jawline, I hope that makes sense--and that's consistent across the photos. His son was also called Prince Kan'in (Haruhito), and they resembled each other, but the younger man wouldn't have been older than 13 at the time of the Bain photos. As for what Prince Kan'in Kotohito was doing in the 1910s... he turns up here in 1919 as a member of a Peace Mission, and is listed as honorary president of the Red Cross Society of Japan: books.google.com/books?id=lFFOAAAAYAAJ&lpg=PA1227&amp...

  I agree with you about the "jowliness" around the chin line. There's another photo attached to the wikipedia entry taken between 1900 and 1910 that supports your conclusion.
