The statue is still there in streetview. It dates from 1861 per the NIAH

L_ROY_10087 has the same crew, and we see the pub on the right is T. V. McQuillans. Thomas V. McQuillan is only 25 in 1901, I think we are probably in the 1900s. I don't see McQuillan in 1911...

The statue is to "the best landlord who ever lived"! Extract from Wiki designed by architect John Murray, was erected to the memory of "one of the best landlords that ever lived" and placed in such a prominent position within the town of Ardee because of the respect in which Sir Frederick Foster was held by his tenants.

As we're almost certainly after 1880 and pre-1916, it's wouldn't be Daylight Saving Time or Greenwich Mean Time, but Dunsink Time or Dublin Mean Time, which was 25 minutes and 21 secs behind Greenwich.
