De Valera was in Geneva July 1936. On 2nd, he gave a speech on the failure of the League of Nations.

Indeed, in the catalogue there is a note: Male, first on left side, was an Irish delegate for the League of nations in 1936, which can be assumed where this picture was taken.

The lad with glasses looks Scandinavian to me, then maybe a Latin type and a Frenchman?
