The sacks on the roof are charcoal. Those buses have gasifiers- as coal, wood, or charcoal smolders it produces methane and carbon monoxide, which produce a low octane fuel. I *think* the second bus has small white ones in front, and the bus on the right has a much larger black on the rear which is hard to see. Petrol and diesel would have been unobtainable away from the allies.
