The dome is St. Paul's. See www.flickr.com/photos/slrjester/2186849517/ and www.phillprice.com/index.php/2009/01/13/st-pauls-and-blac... for recent photos. Note: "Blackfriars" is all one word.

The second bridge in the pic is the old Blackfriars rail bridge, removed in 1985 - the piers are still there, and I think they will be re-used in the Blackfriars Station refurbishment.

Tilbury Steamer

The 1883 date of the photograph ties in with the launch of the paddle steamer "Tilbury" . She was commissioned by the London, Tilbury and Southend Railway who maintained the ferry service across the River Thames between Tilbury and Gravesend. She operated for nearly 40 years before being scrapped in 1922.
