Manly 'Surf and Life Saving Club' was started in 1903, but became the Manly Life Saving Club (as in the flag see lifeasdaddy's note) in 1911. So this photo is post 1911 Ref - www.manlylsc.com.au/about_the_club/history.html

The sheds in the centre of the photo are the seaside end of The Corso. The closer stormwater pipe jutting into the surf has been removed. The further one is still there.
