  The Prince of Wales was invested with the Order of the Garter on June 10, 1911. See www.heraldica.org/topics/orders/garterlist.htm and query.nytimes.com/gst/abstract.html?res=9A00E6D71031E233A... King Manuel II was the exiled King of Portugal, living in England after the revolution in October 1910.

  The Duke of Connaught was, at the time of the photo, the last surviving son of Queen Victoria. His nephew, George V, was King at the time. King Manuel was very close to the British royals, as was his family, as both the Portuguese & British royal houses came from the Coburg family and were cousins.
