  I can't find any other photos of him, but this is probably the Charles Thomas Mills (1887-1915) who was a member of the British Parliament, for Uxbridge, from 1910 until 1915. Wikipedia stub. A bit of information Wikipedia lacks is that C.T. Mills was the grandson of Charles Henry Mills (1830-1898), 1st Baron Hillingdon, and the eldest son of Charles William Mills (1855-1919), 2nd Baron Hillingdon, and would have succeeded to the title had he not predeceased his father. His younger brother, Arthur Robert Mills (1891-1955) became 3rd Baron Hillingdon. The Mills family were partners in the banking firm Glyn, Mills & Co.
