This is the inside of the Federal Reserve Bank of Richmond vault located on 9th and Franklin Street.

This building was renovated in 1980 and has been the home of the Supreme Court of Virginia since that time.

This image looks like it could be from the early 70's. The Carriage seats look much like the seats found in a Silver "Comeng" or "Gionian" set, the windows look a little different, they could have been changed later on to meet newer Australian standards. Clearly from the interior, there also seems to be fluorescent lights. The photos appears to have possibly been taken whilst crossing the "Harbour Bridge", taking note of the fence outside the window on the right.

Thanks for your comment, Historically Sympathetic; it's very interesting. That moustache also looks quite 70s. I found this image of the fencing on the Sydney Harbour Bridge - it does look similar. I'm not sure if it's unique to the bridge, though?

Perhaps a clue in dating this photo is the headline on the newspaper (see note): "Strange Finds on Jupiter Mission" A quick web search comes up with this information: "Planetary Voyage 1977-1989" at voyager.jpl.nasa.gov/science/planetary.html

The image of the Harbour Bridge linked, is similar, but that is the pedestrian side, which of course was used for the tram line. The train side is adjacent to what is now the bicycle lane, I'm also sure that the fence is this design, I travel over the bridge every day.

If it's from the early 70s, then the train is a Comeng, not a Goninan train. Goninan started making similar carriages in the very late 70s. The windows were a feature of Sydney train travel for several decades, and are called "Beclawat" windows, afer their manufacturer. They replaced the old lift-up windows used in earler carriages (the single deck ones), and were themselves subsequently replaced by "hopper" windows (the ones where the top opens inwards a few centimetres). All new trains are air-conditioned and have fully sealed windows. Cityrail has only existed since the early 90s, so the logo on the inspectors' caps would likely have been "Public Transport Commission of NSW"
