The raised platforms are flakes used for spreading cod to dry. More flakes are visible, as horizontal lines, on the far side of the harbour. This gives an indication of what an integral part the catching and salting of cod had in the economy of Newfoundland.

I would suggest that the label on this photograph is incorrect. Birchy Cove, Bay of Islands is on the west coast of the island of Newfoundland, not in Labrador.
