en.wikipedia.org/wiki/Charles_W._Penrose "Charles William Penrose (4 February 1832 – 16 May 1925) was a member of the Quorum of the Twelve Apostles of The Church of Jesus Christ of Latter-day Saints (LDS Church) from 1904 to 1911. Penrose was also a member of the First Presidency of the church under church presidents Joseph F. Smith and Heber J. Grant from 1911 until his death."

@swanq thanks for linking to Penrose's full name. Will update the online record to reflect his full name.

Mexican refugees, El Paso (LOC)

This is very similar to the earlier "Mormons Living in Lumber Yard, El Paso", from the 1912-1913 part of the Bain news stream. In fact, those look to be the same hats hanging on the wooden beams, so it's likely this was taken at the same time. From the annotations to the other picture, it's (remotely) possible that Mitt Romney's father is one of the children. Mormons living in lumber yard - El Paso (LOC)
