The best I can do with google translate + wikipedia here is the caption: The Vlach (Wallachian) Atrocities On a hill, a Hungarian landowner (landed gentleman?) has his feet and hands cut off and is buried in the ground. Based on the date this must be during the Wallachian Revolution of 1848. So this is pretty much the Romanian equivalent of the French revolution, with the required killing and mutilation of the aristocracy.
