  I wonder if these were polygamists going to Mexico. Would love to know the story behind this picture.

  No, these Mormons were refugees from Mexico. In addition to numerous Mexican refugees, 2,000 Mormons sought refuge in El Paso in 1912, going there from Mexico to escape dangers in the border areas during the Mexican revolution that started in 1911. www.elpasotexas.gov/history/mexicanrevolution/history.asp

  Some of my family could be in that picture. I have a biography of my great-grandparents who abandoned their homes in Mexico and became refugees from the Mexican revolution. Here's a picture with my grandfather as a teenager before they had to leave Mexico. It's probably within a year or so of when they left.

  Actually looked this up after doing some wikipedia to see if it was true that Romney's dad was one of them that fled with his family (dad/mom) after they left the U.S. due to polygamy laws. Interesting to know that Bain News actually was the owner of this.
