This would be Kaiser Wilhelm II of Germany and King Victor Emmanuel III of Italy. The ship appears to the Hohenzollern, the official yacht of Kaiser Wilhelm II ( ref. comparison diagram: www.german-navy.de/hochseeflotte/ships/misc/hohenzollern/... and comparison postcard view: www.imageenvision.com/stock_photo/details/0003-0707-0120-... ) This could be the meeting with King Victor in Venice on March 25, 1912 : query.nytimes.com/gst/abstract.html?res=9F07EED9133AE633A...

The leading figures in the photo are numbered 1 to 4 from the bottom of the gangway to the top (the first number looks like a 7; nos. 3 and 4 are at the figures' feet). The King, the Kaiser and their respective wives. The date is visible along the right hand side next to the words "King of Italy" 7/23/13 (July 23, 1913).

The King and Queen of Italy were to meet (in the near future) the Kaiser at Kiel, in Germany according to this July 2, 1913 article in the NYT: query.nytimes.com/gst/abstract.html?res=9904E3DE1730E233A... Here is a July 20, 1913 NYT report of the talks held at Kiel between the Kaiser and the King of Italy: query.nytimes.com/mem/archive-free/pdf?res=9B06E6DE113CE6...
