I agree with Alan. Her face is both haunting and hurt. Look closer and her skin is poor - a sure sign of incorrect diet - she's clearly thin too. Desperate times and she had to fight to survive..

    Supply and demand, she survived.

If you turn the date in mirror view, you'll find that the first digit is a 7 with the short arm turned to the right which makes it a 5 without the lower inverted "C". Most of the pictures of the series LC-B2-2198-x are date-scratched 5/16/11 and most of them were likely taken after Ciudad Juarez fell in insurrectos (Maderistas) hands, on May 10, 1911. The escene seems to be an American doctor attending a wounded insurrecto (See in this Bain Collection photo "Americans With Madero" "Dr. Wilson chief of our hospital corps" There's a picture in the Scott Photo Collection (Nr. 19) in which are depicted an armed man (maybe an insurrecto) and a wounded man, that seem were photographed on the same brick wall, which can be also found in your digital collections and programs: hdl.loc.gov./loc.pnp/cph.3b39285 which seems to be precedent of picture hdl.loc.gov/loc.pnp´/cph3b39286 "A fallen hero" where it seems to be the corner of the same brick wall (both dated c 1911).
