    Per wikipedia, MacNeill was promoted to Colonel in 1923.

    Thanks guys! Given that the Wikipedia article suggests a date of birth c.1900, one imagines this is (at least) in the latter-half of our 1914-1923 range. (Certainly the moustache would seem to rule out the first-half of the range - on the basis that his luxurious moustache is beyond a typical 13 or 14 year-old :) ) So as Niall McAuley implies, it could very well be around the time of a promotion in his mid-20s. Any military buffs our there today who might be able to interpret the rank insignia on display?
