    The New Orleans Herald., December 20, 1917, Page 4, col. 4. chroniclingamerica.loc.gov/lccn/sn88064020/1917-12-20/ed-... has a small piece mentioning that Secretary Josephus Daniels of the Navy had been to Quantico and seen some new tank style tractors for guns. So this may have been taken in association with that visit.

    Thanks swanq. It does look like this is a version of an early tank. We'll hold off on Quantico identification until more information comes in.
