This looks more like the American falls, not the Horseshoe Falls. It has the same rocks at the bottom and it would be difficult, i think to get this angle of the Horseshoe falls because you'd have nowhere to stand--there's only a huge basin of water beneath it, whereas the American Falls, you can go to the bottom below it and take a picture like this. I think this is that American Falls, or at least the section between the American Falls and the Horseshoe Falls, taken possibly from the Maid of the Mist as it passes by the American Falls on the way to the Horseshoe. It doesn't look like this now, because parts of the landscape were blasted away. i could be wrong...

"Panoramic view of American and Horseshoe Falls (2011)"                                   by mbell1975
Panoramic view of American and Horseshoe Falls and Niagara Falls Ontario Canada

Niagara Falls is often categorized by these three names: [1]
American Falls (between Prospect Point and Luna Island) far left
Bridal Veil Falls (between Luna Island and Goat Island) mid left
Canadian Falls (between Goat Island and Table Rock) far right
(Most of the Canadian Falls is also called "Horseshoe Falls" due to shape)
There is another photograph by William Henry Jackson of this same view (and likely taken at the same time), captioned "A boat approaches the base of Niagara Falls, 1901", which is managed by Corbis.

The boat in this picture is actually now a museum ship docked in Toledo, Ohio, renamed the Willis Boyer. I've actually been aboard, quite neat to see this photo and know that I've actually stood on the deck of that ship!
