Don't know how I missed this. The ship is being warped into a graving dock. Note the stepped sides of the dock. We might be able to get a location.

I'm going with Glasgow's Govan Graving Docks, specifically the southern, (longest) of the three main graving docks. The view is across the mid section of the graving dock, over to the Prince's Dock. The foreground shows the mid graving dock wall structure with a distinctive curve and metal grate.
