I think this mother is either from Transylvania (Romania) or from Hungary, judging by the way she's dressed. In Transylvania and parts of Hungary during the Austrian Empire the German minority women and the Austrian women only used to tie the scarf around their chest like that. I am not talking about the kerchief on her head but about the shawl with that silky fringe. Except that the Austrian women did not wear such kerchiefs but they wore silk aprons like the one in the photo
