U.S. Vice Consul in Hong Kong, 1906-10; Naples, 1910-11; U.S. Consul in Gothenberg, 1911-12; Iquitos, 1912-13; Durban, 1913; U.S. Consul General in Tientsin, 1919-23. — The Political Graveyard Fuller was named U.S. Consul in Iquitos in 1912 to investigate the oppression and murder of natives employed in the Putumayo rubber country in Peru.
