It's a sort of proto-dazzle. This was actually a rival to Norman Wilkinson's dazzle style of camouflage. Proper dazzle uses fewer, wider stripes and focuses on breaking up distinct areas of the ship (e.g. the funnels). Tudor-Hart had the right idea but his method didn't really work.
