"... To be rel...?" Handwritten in ink on verso is probably To be released. If you would care to scan the verso and put it here we can confirm it, unless the writing is faded or obscured. Compare it to the adjacent steroview in this series which shows the Prince not paying attention to the parade in front of him - therefore a photograph which would not be released to the public, lest the public form a negative opinion of His Royal Highness.
