I think this is a Tupolev Tu-126 (NATO reporting name: Moss) witch is a Airborne early warning and control aircraft developed from the Tupolev Tu-114 airliner

The fin flash might be a helpful feature (or it might just confuse your search, depending on how much information you have about 148516): that's the Kuwaiti flag back there on the vertical. Kuwait used late model Skyhawks (the distinguishing feature for me was the fuselage hump and the engine intakes' lack of splitters), and in a light camouflage scheme roughly like this one. Perhaps this was 148516 dressed up as part of an offer to Kuwait? The British Foreign Ministry records a possible offer in 1964 (see Records of Kuwait, 1961-1965: 1964).

Chris Givan Thanks, that is great lead. Looks like Kuwait used A-4KUs...but they had that hump, so maybe this was some type of early offer like you suggested? Some more info here: joebaugher.com/usattack/newa4_15.html
