Deception was an important part of the arsenal of the military during wartime. Winston Churchill said it was an "element of léger de main (slight of hand), an original and sinister touch, which leaves the enemy puzzled as well as beaten."

I think this was known as "dazzle" camouflage.Can anyone confirm?

It's a sort of proto-dazzle. This was actually a rival to Norman Wilkinson's dazzle style of camouflage. Proper dazzle uses fewer, wider stripes and focuses on breaking up distinct areas of the ship (e.g. the funnels). Tudor-Hart had the right idea but his method didn't really work.
