I immediately thought these guns were casualties of the 1922 naval treaty and sure enough they were.. They were intended for battleships The gun fired a 2,240 lb (1,020 kg). projectile to a range of 26 miles (42 km).[4] The estimated cost of the gun and barbette was $520,000 in 1938 en.wikipedia.org/wiki/16_inch_Coast_Gun_M1919

I think you must know a good deal about naval history, nudecowboy, if you know enough of the implications of the 1922 Washington Naval treaty to put that and this gun together. That's a deduction I had not managed to make myself. Funnily enough, last night I was just reading about our own HMAS Australia (I), once the flagship of the Royal Australian Navy which was scuttled in 1924 in compliance with the treaty.
