  The note seems to be from Avihu Ben-Nun (Hebrew: אביהו בן-נון‎), “the 11th commander of the Israeli Air Force between 1987 and 1992”. I see some Google hits for "Avihu Ben-Nun Randy MiG" mentioning a Randy Ball, who could be the same one that this inscription refers to:
