The note seems to be from Avihu Ben-Nun (Hebrew: אביהו בן-נון), “the 11th commander of the Israeli Air Force between 1987 and 1992”. I see some Google hits for "Avihu Ben-Nun Randy MiG" mentioning a Randy Ball, who could be the same one that this inscription refers to:

Further, if you plug in these coordinates to Google Map, 33.416111,35.8575- and then switch to Google Earth mode and rotate the map around a bit. you'll get a view which appears to match this. I have a screencap you can view with this guest pass. I could be wrong and the Google satellite imagery wasn't very detailed to confirm, but it's sure close.
