Probably from Coronal R.J. Meyering - same handwriting as other post cards written by this soldier in 1919 all sent from Rein, France to Rochester, NY.

You're right. It's a chromolithograph..basically photomechanical version of a black and white photo with color added, the whole process done with a printing press.

The notes on the photo are in English, but I cannot figure out from what country those soldiers come. The NY news wire reference certainly does not mean much, because those are not American...at least, no uniforms I have ever seen. Some of them look similar to the next shot (earlier), and those are British, I am guessing.
