The handwritten date is the date the postcard was written. We use the ca. 1915 as a best guess as to when the card was produced. And for a bit more on museums and numbers: the pencilled three part # on the bottom left is our accession number. It shows that we acquired this object in 1977, that it was 67th lot brought in that year, and of the lot, it was the 38th item.

In my opinion, this postcard is not earlier than 1917. Red Cross postcards where available through the Red Cross Home Service, which was created in 1917, with the arrival of American soldiers in France. (see www.redcross.org/museum/history/ww1a.asp )

colors look a little bit artificial...then again...i am not an expert on vintage photo techniques...

You're right. It's a chromolithograph..basically photomechanical version of a black and white photo with color added, the whole process done with a printing press.

I assume it's a post card off of a printing press.

The notes on the photo are in English, but I cannot figure out from what country those soldiers come. The NY news wire reference certainly does not mean much, because those are not American...at least, no uniforms I have ever seen. Some of them look similar to the next shot (earlier), and those are British, I am guessing.
