    Found it! The Millers Point extension opened in August 1901; the SMH for Saturday 17/8/1901 has this short article about test runs - trove.nla.gov.au/ndp/del/article/14404169 . Presumably the track, poles and wires were there a few weeks earlier. That might prove useful in dating several photos of The Rocks, along with the contemporary Will Daley posters (btw reminds me of that old joke - BILL POSTERS WILL BE PROSECUTED)..
