This is a photo of the unprotected cruiser USS Anniston (C-9) (ex- USS Montgomery) wearing a unique form a dazzle camouflage designed by the Chief Painter of the Norfolk Naval Yard, Frank Morris Watson, Jr. ("F.M. Watson") . The camouflage has been referred to as the "Watson-Norfolk Camouflage Scheme" and "Watson System Camouflage," and was only applied to two ships on an experimental basis, the photographed (and aforementioned) Anniston and Virginia-class battleship USS Nebraska (BB-14). USS Anniston featured a series of semi-circular rainbow-patterns on her starboard side and intersecting angular patterns on the port side. For more on F.M.
