Paid whom? The photographer or the family?

Michiel2005 You're right. Sorry, I was unclear... Mrs White paid A.H. Poole photographers to take this photo.

This is just so powerful on so many levels that it is hard to look at, hard to see and hard not to feel deeply moved by it. Three times over the past twenty four hours members of my family have mentioned the homeless and the current weather conditions and then this photograph appears, what a powerful image to reinforce that problem? If Mrs. White paid to have this photograph taken it was not for her delectation but to be used to illustrate a point and we are the beneficiaries of her munificence. This shot is so stark and such a powerful reminder of the brutality of poverty and how it can affect across those generations. Super if disturbing shot Carol, thank you for the reminder!

In 1899, the Russian Tsar ordered construction of the city of Dalny as a major Asian seaport at the eastern terminus of the Trans-Siberian Railway. It is now the city of Dalian, a seaport in south Liaoning Province, in northeastern China, in the region once known as Manchuria.
