According to Wikipedia, Radko Dimitriev was a "Bulgarian General, [and] Head of the General Staff of the Bulgarian Army from 1 January 1904 to 28 March 1907."

So this photo was probably taken during the First Balkan War, when the Bulgarians fought the Turks at Tchataldja (aka Chataldja and, in today's Turkish, Çatalca) en.wikipedia.org/wiki/%C3%87atalca Perhaps he was back in the news in 1914/15.

Radko Dimitrieff joined the Russian Army as a volunteer in August 1914. This photo was published in The War Illustrated Album DeLuxe, Vol. 1; Amalgamated Press, London, 1915. See www.gwpda.org/photos/coppermine/displayimage.php?album=1&... It's used here too www.pictorialgems.com/1915-General-Radko-Dimitrieff-Soldi... which is from the Illustrated War News (also published in 1915).
