Galway, I think. Yes, in this Bing aerial view I see the church tower, the bridge, and the building with the tower across the river.

I think the photographer is up on st. Nicholas's church.

The building Mr. Hart was in is gone, but the 3 storey building two doors to the right is still there, and in slightly better nick today, so Hart is on Market Street (streetview links fixed, I hope).

In the distance, I see trusses of the railway viaduct. The Galway to Clifden line was started in 1890, opened in 1895.

Could be. There's not much left of the houses in the picture.

It was removed to Hanover Square Park in 1972, and is currently in storage whilst Hanover Park undergoes redesign as the British Memorial Garden, and a new site is selected for reinstallation.

This is a view looking north from the foot of Broadway (at Bowling Green), showing construction of the U.S. Customs's House . The building was designed by architect Cass Gilbert. Construction began in 1900 and the building was completed in 1907. So I would suggest that this photo was taken closer to the year 1900 - rather than the "ca. 1905" date given.
