He's standing in front of an Aeolian Vocalion Graduola Volunome phonograph from 1916 or after. The little knob on the face near where he is standing (the Volunome) was apparently the first remote volume control on a record player. You pulled the knob out and a 44 inch tube was attached. At the time this photo was taken, NASA/JPL ran a backbone of analog Collins single-sideband multiplex microwave radios. The microwave hops interconnected buildings at the site. You can see the antennas in this photo.

SELCAL is a contracted form of selective calling. It uses an international standard tone signaling system that is almost identical to a Motorola fire station alerting system called Quik Call. For over ocean operations, for example, it allows flight crew to mute the radio so it's not necessary to listen to aircraft hundreds of miles away. If air traffic contol needs to speak with you, the SELCAL lights and the radio buzzes or beeps.
