    For no other reason except that I'm stumped I think this might be related to Le Bon Accueil - Refuge pour Animaux Abandonnes (estd. 1902). Agence Rol (a French photo agency similar to Bain whose collection is online at the French national library) has a few similar (but later) photos. Here's one. Another one has been put on Flickr
    The association with Gordon Bennett and Camille du Gast is just the thing to attract Bain's attention. If someone has access to the International Herald Tribune archives (needs a NY Public Library card or UC library card or some such) I think there might be more there. That was originally Bennett's paper.

    The piece is quite long. Here's an extract.
    'There is only one home for abandoned animals in the Paris region, the Societe Protectrice des Animaux (SPA) founded in 1845 by Marechal de Gramont.
    It has no government grants and is financed by its members' fees.
    "We have only cats and dogs," says the administrator,
    M. Hepp, "because a goat, for example, earns money for its
    owners.'

    "Auto Ambulance for Horses.
    Mile. Chossegros, who left 2,000,000 francs to the Societe Protectrice des Animaux, of Paris, made provision for the creation of an automobile van for removing injured horses from the streets. The society has opened a competition among automobile constructors for the new ambulance, which is to cost 20,000 francs, Baron de Zuyler having the project in charge."
