I hate to say it, but the beach isn't near Hartlepool. It is possible that the beach is at Saltburn, about 10 miles South of Hartlepool.

I have a copy of a contemporary journal, "The War Budget Illustrated", published by The Daily Chronicle. Vol 11 No 8 (Saturday January 9th 1915) page 237 has a very similar photograph. The shape of the land mass is identical. This photograph is captioned "East Coast Defence : Cavalry Patrol on Scarborough Sands". I believe that THIS location will be the correct one, - NOT Hartlepool.
