  Yes if you click on the All Sizes button you can see its a woman because her legs are exposed at the calf as if she has hose on.

  We drove this area on our honeymoon. The horizon was orange from pollution and the valley was full of industrial buildings.

  somewhere along the line someone identified this this pic. apparently this is a known artist from that area, a man that was known for his "flamboyant" dress. i dont recall his name.
