This might be a little earlier than "c. 1950". There is a car with a banner saying "National Road Safety Week" (see note). Amazingly, Trove results narrows this down to October 1936 - trove.nla.gov.au/search/category/newspapers?keyword=%22Na... At 09:01 by the clock! (see note)

Although the tags don't show it, this seems to also be Ludgate Circus, like the crowd scene photo elsewhere in this magnificent set, looking at the advertising on the building in the centre-right rear, with the front of St Paul's is visible above the "To-day" sign in the upper left: www.flickr.com/photos/nationallibrarynz_commons/3056448465/. The troops are marching up New Bridge Street from Blackfriars (off to the right) and turning into Fleet Street.
