I'm pretty sure this is the end of Nimitz Blvd. at Harbor Dr. in Point Loma (San Diego). Interesting the truck is facing the wrong way.

Another photo of Edward P. Warner, Assistant Secretary of the Navy (Air), 1926-1929, during a visit to North Island. Warner was deeply involved in aviation, before and after his post with the Navy.
