He had three set of service records available in Discovery at The National Archives discovery.nationalarchives.gov.uk/SearchUI/Result/?discov... (fees payable for download)
The first of these, ADM 196/87/79 shows that in May 1906 he was privately granted permission to wear the cross of the Legion of Honour which he had been awarded by the French (could be the medal third from left?). Third, ADM 196/39/364, shows KCVO 12/12/1911(and previously MVO) KCIE 2 January? (or July?) 1911 - dates are of London Gazette. KCIE probably for his presidency of committee looking at organisation of Royal Indian Marine. -
