    I think this photograph is from Bombay too. (Almost surely not Melbourne. The architecture of the building in the background is colonial Indo-British.)     It's highly unlikely that the statue is still installed at this location. Republican India promptly went about moving all statues of the British monarchy in public parks/traffic islands to museums. Nevertheless, a more reliable source than photos on the internet is always desirable :)

    I'm sure you're right. This is where georeferencing this sort of thing gets complicated but usually we're trying to identify the point at which the photograph was taken rather than where the object being photographed has subsequently ended up. Although it would be fascinating to know or to see it in its museum context.

    I heard it used to be near the Bombay Stock Exchange building but it now sits in the garden of the Bhau Daji Ladd museum (bdlmuseum.org) (formerly the Victoria and Albert museum( if I'm not mistaken.

    Not just a steamer, but a naval vessel, I think. Armed, uniformed guards at attention on deck, large deck guns with the gun crews at the ready, the drummer in the foreground, etc.
