    This is likely in or around Perth Amboy, New Jersey. If you go to the LOC website, you can get a hi-res version of the pic that allows a closer look at some of the details otherwise invisible on Flickr. There's a poster on the left advertising "PERTH AMBOY'S BIG INDUSTRIAL EXHIBITION". On the right, an umbrella with an advertisement for "J. SLOBODIEN & BRO." under a picture of a shoe; this 1966 New York Times obit for a Leo Slobodien describes "Slobodien Shoes" as "a retail chain in the Perth Amboy-New Brunswick area."
