    I'm fairly certain the location is Lelu harbour at Kosrae Island, which is one of the islands of the Federated States of Micronesia. I gather the pic was taken on Lelu Island, a small island which forms part of Lelu harbour... This pic looks to have been taken from a similar location... www.flickr.com/photos/hwillson/248702601/ The building in the background resembles the present day church at Lelu...it's not the same, but it's similar... www.flickr.com/photos/fsmvb/7892487666/ I suspect the Sam Hood Collection postcard pic might have been taken during the period Kosrae Island was under German administration (1899-1914)...I've seen several pics of German colonial officials in New Guinea dressed in gear like this... If you go digging for historical items on Kosrae in the digitised newspapers etc, note that Kosrae was known as 'Kusaie' in the 19th and earlier 20th century etc...it was also known as 'Strong's Island'...
