Found an 1912 NYT article about Col. Edgar Z. Steever's promotion to Brigadier General (pdf) during the Mexican Revolution and the accompanying cross-border troubles. He was born in Pennsylvania and graduated second in his class at West Point. He was commissioned a Second Lieutanant in 1871. He fought in 34 battles and skirmishes in the Philippines. BG Steever was forced to retire (pdf) in 1913.

yeknod: Thanks for noticing the transcription error. We changed the title to transcribe the letters in the negative rather than the caption card.

If he became Brigadier General in 1912, wouldn't this have to be 1910-1911? I mean, wouldn't they have mentioned that level of rank? Even whether they wuld write that or not that remains murky, clearly it could not have been later than 1913 if that was when he retired.
